Hi, im trying to fix a toshiba laptop. Satellite m70-165
wen i turn it on it make a soft noise like "clack" and turn off, this happens after only 2 or 3 seconds after push de ON button

I try whit other charger and the problem stay. I disassembled all it and i find a grey-brown zone near a component in the area of the power conector.
This component have the D3E inscription on top.

I search and only find this:

I don't know if this datasheet is about the same component i find.

May sombody give me some help?

How can i test the D3E component whit my electronic tester?

we usually read the last letter that indicates what is it composed.
Please help us with a picture if possible
